Minutes: 

Superintendent White informed the Board there are two exceptional principals that will be retiring at the end of this year; Sharon Marks at Southside Elementary and Candy Millington at Venice High School. 

Superintendent White explained to the Board the process in terms of determining the new principals at Southside Elementary and Venice High.

Steve Dragon will be the new principal at Southside Elementary and Jack Turgeon will be the new principal at Venice High School.

The Superintendent stated a workshop was scheduled for April 13, 2010.  She will be presenting to the Board some recommendations for budget reductions.  The Superintendent gave the Board an overview regarding the upcoming budget workshop.

AGREEMENTS/CONTRACTS

9. APPROVAL OF THE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND GLOBAL EDUCATION NETWORK, LLC (STUDENTS USA)
Description
The purpose of this agreement is to provide educational experiences for selected Korean student teachers (Students USA) in our schools.

Recommendation
That the School Board approve the agreement between the School Board of Sarasota County and Global Education Network, LLC (Students USA).

10. APPROVAL OF SCHOOL PLANNING AGREEMENT FOR THE VILLAGES OF LAKEWOOD RANCH SOUTH DEVELOPMENT OF REGIONAL IMPACT
Description

Schroeder-Manatee Ranch, Inc. has submitted an application for a Development of Regional Impact and a Rezone to Sarasota County Government to develop the Villages of Lakewood Ranch South at the corner of I-75 and University Parkway.  There are 5144 residential units proposed and they will be constructed in three phases from 2012-2027.  In order to mitigate the impact to the school system, they are proposing to dedicate a minimum twenty (20+) acre school site.  This agreement details the terms of the dedication including timing, required infrastructure, access and impact fee credits.



Recommendation

That the School Board of Sarasota County approve the school planning agreement, for the elementary school site in the Villages of Lakewood Ranch South as presented.

11. APPROVAL OF THE CONTRACT FOR SALE OF SURPLUS PROPERTY ON BAHAMA STREET, VENICE
Description

The School Board has owned a 7,000 sf parcel of land at 220 Bahama Street since 1968.  The property includes a 3,622 sf building constructed in 1960.  The facility has had a variety of tenants, most recently the GCMI-Venice program; the building has been vacant since that program moved to SCTI-South in August of 2008.  The parcel has been declared surplus by the Board, and the site has been properly advertised for sale.  The buyer is the owner of Babe’s Plumbing, an adjacent commercial business.  School district counsel and the buyer's counsel have agreed that the dates in sections I and II on page one of the contract may be ignored; the sale will close as soon after Board approval as possible.



Recommendation

That the School Board approve the sales contract for the property at 220 Bahama Street in Venice, as presented.

GRANTS

12. APPROVAL OF THE LIGHTS, CAMERA ACTION 2 GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA FOR ALTA VISTA ELEMENTARY
Description
COMPETITIVE: Grant funds of $2,446.65 will create a showcase for student creativity in visual arts, drama, music, dance and performance art through a daily live broadcast to all classrooms.

Recommendation
That the School Board of Sarasota County approve the Lights, Camera Action 2 grant proposal.

13. APPROVAL OF THE SPRING ART SHOW 2010 PROPOSAL TO THE EDUCATION FOUNDATION FOR ALL SCHOOLS K-12
Description

COMPETITIVE: Grants funds of $4025 will support the annual county Spring Art Shows for students in visual art classes. 



Recommendation
That the School Board of Sarasota County approve the Spring Art Shows 2010 grant proposal.

FIELD TRIPS

14. APPROVAL OF THE SARASOTA HIGH SCHOOL 12TH GRADE MaST RESEARCH INSTITUTE FIELD TRIP TO SAN JOSE, CALIFORNIA, ON MAY 5, 2010 THROUGH MAY 15, 2010
Description
Students will compete in INTEl International Science and Engineering Fair in San Jose, California.  This project is a culmination of four years of research in the MaST Research Institute at Sarasota High School, and the student will gain valuable scientific insight and experience as a result of the competition.  The student will be able to present his research to some of the top researchers in the world, an experience he would not be able to get anywhere else.

Recommendation
That the Sarasota High School 12th Grade MaST Research Institute field trip to San Jose, California, on May 9, 2010 through May 15, 2010, be approved.

15. APPROVAL OF THE SARASOTA HIGH SCHOOL SPEECH & DEBATE TEAM FIELD TRIP TO OMAHA, NEBRASKA, ON MAY 28, 2010 THROUGH MAY 31, 2010
Description
This is a competitive Speech and Debate team which competes in ten separate events at each tournament.  It is connected directly to the Speech and Debate courses offered at Sarasota High School as well as the National Forensic League, National Catholic Forensic League, and the Florida Forensic League.

Recommendation
That the Sarasota High School Speech and Debate team field trip to Omaha, Nebraska, on May 28, 2010 though May 31, 2010, be approved.

16. APPROVAL OF THE SARASOTA HIGH SCHOOL JROTC FIELD TRIP TO APPALACHIAN TRAIL, SUCHES, GEORGIA, ON JUNE 21, 2010 THROUGH JUNE 28, 2010
Description

This is an annual trip which allows cadets to put skills into practice that are taught as part of the JROTC curriculum. These skills include small unit leadership, land navigation and terrain recognition.  The trip will include other educational endeavors and a tour of the Georgia Military College.



Recommendation
That the Sarasota High School JROTC field trip to Appalachian Trail, Suches, Georgia, on June 21, 2010 through June 28, 2010, be approved.

EXPULSIONS

17. APPROVAL OF EXPULSION CASE NO. 10-109
Description
The student listed in Expulsion No. 10-109, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On December 15, 2009, the student listed in Expulsion Case No. 10-109, violated School Board Policy 5.34(1)(d), Theft and School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 14, 2011.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 10-109, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2009-2010 academic year, the 2010 summer session until January 14 of the 2010-2011 academic year.

Description
Bids to provide 'Self-Contained Breathing Apparatus' were received from four bidders on March 10, 2010. The bid of Scott Health and Safety was the best low bid meeting the advertised specifications. This bid is for a period of ninety days. The funds for this purchase are contained in the internal accounts budget of the Sarasota County Technical Institute.

Recommendation
That the bid of Scott Health and Safety, to provide 'Self-Contained Breathing Apparatus' in the amount of $77,103.00, be approved for award and purchase.

31. APPROVAL TO AWARD BID #0534 FOR FIRE SPRINKLER SYSTEM AND FIRE HYDRANT INSPECTION AND REPAIR
Description
Bids to provide 'Fire Sprinkler System and Fire Hydrant Inspection and Repair' were received from nine vendors on March 2, 2010. The bid of Piper Fire Protection, Inc., was the best low bid meeting the advertised specifications. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of Piper Fire Protection, Inc., to provide 'Fire Sprinkler System and Fire Hydrant Inspection and Repair' in an amount not to exceed $75,000.00, be approved for award and purchase.

FINANCE

33. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIOD ENDING JANUARY 31, 2010
Description

The Superintendent's Financial Statements for the month ending January 31, 2010 does not reflect any unexpected trends at the mid point of the 2009-2010 fiscal year.  The Food Service Fund shows an increase in revenue of 4.75% year to date, although local sources have decreased by almost 13% due to more children qualifying for free or reduced meals.  The money the District receives through the Free and Reduced Meals Program has increased approximately 27%.  Expenditures have remained steady from the prior year.  In the Special Revenue Fund, revenue from Federal Through State has increased by over 100%.  This is due to money received from the American Recovery and Reinvestment Act.  This also accounts for the increase in expenditures seen in the Special Revenue Funds.  The District made an arrangement with the Tax Collector in December for their office to invest some of the District tax revenue money since they are receiving a better interest rate than the District.  This is the cause of the large Due from Other Agencies amount in both the General and Capital Projects Funds.



Recommendation

39. MODIFICATION OF ATTENDANCE ZONES
Description

Pursuant to School Board Policies 5.20 and 7.78, a Boundary Advisory Committee was formed in September of 2009 to study the under-enrollment at Englewood Elementary and the over-enrollment at Taylor Ranch Elementary, and to recommend possible actions.  The BAC presented two recommendations at the Board's December 8, 2009, Work Session; the Board directed staff to modify the proposed affected area and to schedule a Public Hearing.  The hearing was held at Taylor Ranch Elementary School on February 2, 2010, after which the Board discussed the issue at its February 16, 2010, Work Session.  The proposal is a phased redistricting that should add about 100 students to Englewood and subtract 100 students from Taylor Ranch. The proposal has been properly advertised.



Recommendation

That the School Board modify the attendance zones for Englewood and Taylor Ranch Elementary Schools as presented in the attached Walking Descriptions, becoming effective June 1, 2010, allowing currently enrolled Taylor Ranch students the opportunity to remain there, and allowing such students' siblings to attend with them.

40. APPROVAL TO ADVERTISE AMENDED POLICY 7.771, CAPITAL ASSETS
Description

To amend the existing capital asset policy to incorporate guidance for the capitalization, accounting and financial reporting of intangible assets pursuant to the implementation of Governmental Accounting Standards Board (GASB) Statement No. 51 effective for financial statements beginning after June 15, 2009.



Recommendation
That the Board approve the advertisement to amend Policy 7.771, Capital Assets.
